Fry onions and garlic in oil until they take on that translucent sheen. Add mince and brown. Add arborio rice and stir to coat the rice grains in stuff. Add tins of tomatoes, grated carrot, herbs, and salt and pepper. Stir regularly, adding stock when the mixture gets too dry and cook for about half an hour. Add butter. Serve with
